A phone number status can be Connected, Restricted, or Flagged. A phone number that can send broadcasts without restrictions is in Connected status. 

When a phone number sends too many low-quality messages & people mark it spam, it lowers the quality and moves the phone number into Restricted status. 

While Restricted, a phone number will not be able to send broadcasts to any new contacts. If the Quality Rating drops too low, the phone number will be marked as Flagged. It won’t be able to send any broadcasts in this status.
